The new option ExtendUnitary uses the SVD to find orthogonal vectors to complete a SysEnv unitary to the full space. Still to do: unit testing, documentation.

This PR adds an ExtendUnitary option to QuantumChannel and SysEnv that produces full unitaries instead of partial isometries by using the SVD to define the action of the full unitary on singular vectors in the null space of the partial isometry.
