Generate Qiskit 2.5.1 api ref docs

For some reason the current box note link required updating, so I did that as well.

Sai ran the following commands on my branch (since I've run into some tooling issues):
npm run gen-api -- -p qiskit -v 2.5.1
npm run gen-api -- -p qiskit-c -v 2.5.1
