Adds pre-commit, pins linters, adds CI parity job.
This PR removes black formatter and uses Ruff for both formatting and linting. All the changes are only refactoring changes, no effect on the functionality or behaviour of the SDK. Many files had to be refactored to adhere with Ruff formatter.
