Summary

• regenerate the old Bump tornado from 6.5.1 to 6.5.5 #1525 lockfile bump on top of current main
• update tornado from 6.5.1 to 6.5.5 in uv.lock

Context

• supersedes the stale Dependabot PR Bump tornado from 6.5.1 to 6.5.5 #1525 so current CI can run with normal repo credentials
• uv lock also normalized the lock metadata requires-python field to match the existing pyproject.toml constraint (>=3.13)
