Add a wasm-jit overview report - #293

The wasm-jit job already stores its results in the ripper2 database, so generating a report for it costs nothing extra; it is published as `overview-wasm-jit.html` next to the cvode/gbode/ida ones. The report stage now also runs when only the wasm-jit job ran. Co-Authored-By: Claude Opus 5 (1M context) <noreply@anthropic.com>
