What this adds

• Converts the verified gaps in the agent-governance dossier, debate, role comparison, global audit, independent review, and Executive Signal eligibility review into a sequenced original-research agenda.
• Scores 10 evidence gaps separately across 13 dimensions without a composite score.
• Proposes 41 research concepts: 12 executive interviews, 6 cross-role interviews, 3 surveys, 4 private roundtables, 4 public panels, 8 Murray/OFF videos, and 4 flagship reports.
• Adds concept-level lineage, sample and claim limits, consent boundaries, sponsorship safeguards, and publication-independence controls.

Why

The current indexed corpus does not yet support production claims about executive-role differences, regional patterns, implementation outcomes, or month-to-month trends. This agenda prioritizes research capable of filling those gaps while preserving the distinction between OFF-owned evidence and independent evidence.

Scope and safeguards

• Proposal-only: no production source, statement, proposition, or public dossier record is created.
• No private participant is named or represented as committed.
• Private-event participation is kept separate from research consent.
• Sponsor funding, data access, findings, and publication decisions are explicitly separated.
• Existing OFF material is disclosed as overlap and format availability, not independent corroboration.
