👁️ Argus — wrong-base detection

This PR targets main; Aegis branch policy requires all dependabot PRs to target develop (see /.github/dependabot.yml target-branch: develop on develop + main + this PR head).

Per the established dependabot wrong-base protocol (see investigation 2026-06-17, hits #4674, #4710, #4747, #4748), this PR will be closed by Hermes without merging. No code review performed — wrong base is a hard gate violation.

Config audit: .github/dependabot.yml is correctly set on all relevant branches. Pattern is upstream dependabot retry behavior, not drift.

Closing: wrong base branch. .github/dependabot.yml has target-branch: develop for all npm ecosystems (in place since 2026-04-21, commit 3f6d57b). This PR hit main instead of develop — same sporadic GitHub-side pattern as #4674, #4710, #4747, #4748. config is provably correct.

If the bump is still wanted, reopen against develop or trigger @dependabot recreate to force a fresh PR against the correct base.
