• Updated file MyCases.jsx to add the 'No events' message
• Updated file MyCases.module.css to add styles for the message

How to test:

1. check into current branch
2. do npm install and ... to run this PR locally
3. Clear site data/cache
4. log as admin user
5. go to /communityportal/reports/participation
6. verify that in case of no events, appropriate message is displayed
7. verify this new feature works in dark mode

Checked into current branch and ran the PR locally
Clear site data/cache and logged in as Owner account
Navigated to to /communityportal/reports/participation
Events are present in the Upcoming events tab and not able to verify the appropriate message. Please remove the events in order to test No Event message.

I tested the PR locally. The no-events message displays correctly and dark mode looks good.
