PR13: record pre-merge main HEAD commits as rollback references - #51

Recorded immediately before performing the PR13 merges, per the merge task's explicit instruction to save these according to this runbook. Fills in Step 4's rollback target with real commit hashes instead of a placeholder. Co-Authored-By: Claude Sonnet 5 <noreply@anthropic.com>

scripts/PR13-DEPLOYMENT-RUNBOOK.md: records the actual pre-PR13mainHEAD commit for each repo (auth, policy-engine, api-gateway, control-center, studio, docs) as concrete rollback references in Step 4, replacing the prior placeholder<pre-PR13-main-commit>loop.No changes to docker-compose.yml, .gitignore, STALE_SERVICES.txt, or the PR13 security implementation.
