By default, we want users to specify the helm-value-tag to update directly in the step.
For use-cases where this isn't possible users can fallback to using the annotations, however no UIs exist to support them - just the documentation.
We want our docs to represent this concept (i.e. use step-based, and fallback to annotations if necessary).
