I added a README for the vscode support files in .vscode including a tiny bit about how to used them.
At the same time, I noticed that the README and NEWS files were pretty tattered. I updated them, moving all the version updates from README into NEWS and turning NEWS into a MD document (it was a franken-format doc). I also figured out how to get the Zenodo badge/link to the l=DIO of the latest release! Added that to the README.
This link shows what the README looks like. I'll leave the repo reorganization for another day, but yes, the README is a loooong way down the page.
