fix: harden service credential lifecycle

Summary

• persist project-local service credentials separately from process metadata so pairing survives stop/start, stale metadata cleanup, and service replacement paths
• keep service reset as the explicit token rotation path and pass the same regenerated token/code into LaunchAgent reset
• release idle native simulator sessions after a quiet period when the registry is the sole owner, reducing background resource use without stopping the long-lived service
• add unit coverage for credential persistence, metadata handoff, missing/blank credentials, and explicit reset token normalization
