Improves usability of new depreciation and ITC inputs by adding conditional text.
Fixes some issues with enabling/disabling of depreciation and ITC widgets, and for functionality of ITC qualification form with Residential configurations.
Fixes enable/disable custom depreciation input for use ITC qualifying cost as depreciation basis option when Custom is selected as the depreciation class to use for ITC qualification.
Fix UI widget size and overlap for Linux (should also fix for Mac) on all UI forms.
