Allows matrices KRRcb, MRRcb, KLR(t) in OUTPUT4 and PARTN executive control commands.
Made common TO_UPPER function that's also used by the common card reader and works the same way.
Fixes a bug introduced in v16 that broke two benchmark test cases EB-CB-EXAMPLE-12.DAT and ES-CB-EXAMPLE-12.DAT They still don't really work but get further than before.
