We still support IE11 on a best-effort basis for embedded applications, and people stuck on IE mode.
This isn't the first time we've supported an almost-dead browser long after it was retired for most applications - we only dropped IE6 support in v2.0 IIRC. And some of our early adoption was specifically because we made sure to not just ignore old browsers.
You can still drop the v1 reference, though.

Furthermore the framework version 1 is very old as well.
