docs: rewrite README for beginner-friendly onboarding#10419

Make the README accessible to new developers who may not be familiar with Node.js or npm. Adds prerequisites with install instructions, step-by-step getting started guide, command reference table, project structure overview, documentation editing guide, and tech stack summary.
