Summary

• add capability-gated project Quick Open to compact and wide Flutter layouts using the existing confined files.search authority
• expose typed pause, resume, and manual compaction controls while keeping pause distinct from cancel
• project paused state into the composer, disable prompting while paused, and open selected files directly in Developer Tools
• update the OMP coverage audit and 104-row tracker without adding host or fork behavior
