Added a CPP api to access the libsnap protocol.
Also was added a high level encoding class using the builder pattern to facilitate the packet creation.
A high level decoding class with some fields filter was also added to help decoding frames.
Extra: Added a gitignore file, and a .clang-format (not used yet).
