chore: migrate from release-it to changesets

Summary

Migrates the release workflow from release-it to Changesets, following the same approach used in dotlottie-web.

Key Changes

Package updates:

• Added @changesets/cli and @changesets/changelog-github
• Removed release-it and @release-it/conventional-changelog
• Updated scripts: release:version and release:publish

Workflow improvements:

• Separated validation from release jobs
• Added npm-release job for npm registry
• Added gpr-release job for GitHub Package Registry
• Added repository check to prevent forks from publishing
• Added concurrency control to prevent parallel releases
• Updated actions/checkout from v3 to v4

Release configuration:

• NPM: createGithubReleases: false
• GPR: createGithubReleases: true
• Commit format: chore: update versions

Why Changesets?

• Handles git operations internally (no git identity configuration needed)
• Automatically creates version bump PRs
• Consistent with dotlottie-web
• Publishes to both npm and GitHub Packages

Workflow

1. Run yarn changeset to document changes
2. Commit the changeset file
3. Bot creates version bump PR automatically
4. Merge PR to trigger publishing to both registries
