This PR introduces a reusable workflow for retrieving values to minimize duplication in our CI configurations and removes redundant renovate configuration templates.
- Removed legacy renovate configuration from both the template and project root.
- Added a new reusable workflow "get-values.yaml" and updated "ci.yaml" to leverage it.
