I decided it would be easier to deploy the backend of #455 and use the cloud flare preview to visualize and test the display of the large numbers of annotations instead of attempting to do this with just the full complete PR. So this will be merged first setting up the logic/endpoints for filtering by geospatial bounds and displaying them.
