Document formal legal review and release gate

What changed

• identify KeyffMS / aiteracja.pl as the current responsible publisher/support party;
• record the current free/open-source alpha territories, channels, revenue model and user/customer scope;
• define the exact release, SBOM, notices, privacy, DCO/provenance, brand, intended-purpose, patent and marketing materials that counsel must receive;
• define the specialist review topics, unresolved-risk treatment and private privileged review file;
• add a non-confidential professional sign-off template tied to the exact artifact checksum and launch scope;
• define changes that invalidate a sign-off and require renewed review;
• state clearly that no formal counsel sign-off exists and production/paid/store/warranty claims remain blocked.

Disposition of #93

This PR does not claim that qualified counsel has performed the review. After merge, #93 will be closed as not planned for the present free/open-source alpha stage and must be reopened before a production-ready claim, paid distribution, commercial licensing, major-store production release or enterprise legal warranty.
