Implement Microsoft .NET redistribution obligations

What changed

• add a repository analysis of Microsoft .NET redistribution obligations for the currently pinned SightAdapt release configuration;
• add MICROSOFT-DOTNET-REDISTRIBUTION.txt as a human-readable notice for binary recipients and downstream distributors;
• keep Microsoft terms clearly separate from SightAdapt's MIT License;
• document Microsoft-origin components, authoritative sources, redistribution conditions, review date and re-review triggers;
• add the notice to the existing binary-package manifest and publish items;
• retain qualified legal review as the production/paid-release gate tracked by [Legal Governance] Obtain formal counsel sign-off before production or paid distribution #93.

Scope

This PR changes legal documentation and packaging metadata only. It does not change application behavior and does not add custom application or document-validation tests.

Closes #84.
