This PR adds native Rust support to the Intelligence X SDK repository.
It introduces a new Rust/ workspace with an async intelx library crate and an intelx-cli command-line tool. The SDK supports core Intelligence X API workflows including search, result polling, file preview/view/read/download, account capabilities, phonebook lookup, and Identity Service operations.
The PR also adds Rust documentation, examples, and CI checks for build, test, clippy, and formatting validation.
