What this PR does / why we need it:
When we wrote the release notes for 6.10, we didn't mention the need to port
http.request-timeout-secondsfrom Payara 6 to 7.This PR includes a note about this that we can append to the 6.12 release notes.
Which issue(s) this PR closes:
http-request-timeout-seconds, which could result in large uploads failing after 15 minutes (900 seconds) #12543
