release: prepare winTerm 1.4.0-beta prerelease - #48

Promote the manually validated 1.4.0-alpha content to the beta channel: application version 1.4.0-beta, package 1.4.0.1, module prerelease beta, ReleaseChannel Beta, tag v1.4.0-beta across branding, resources, module, and validation literals. Move the stable pointers from 1.2.0 to the new v1.3.0 Latest in the READMEs, CHANGELOG assertion, and verify-version. Add the 1.4.0-beta release notes (force-added), the CHANGELOG entries for 1.4.0-beta and the 1.3.0 stable, and the current-progress rewrite.

Promotes the manually validated 1.4.0-alpha content to the beta channel (package 1.4.0.1, suffix beta, ReleaseChannel Beta, tag v1.4.0-beta) and moves the stable pointers to the new v1.3.0 Latest (READMEs EN/JA, CHANGELOG assertion, verify-version). Adds 1.4.0-beta release notes plus CHANGELOG entries for 1.4.0-beta and the 1.3.0 stable. After merge: tag the merge commit v1.4.0-beta; the guarded release pipeline builds, round-trip-tests every asset, then publishes the prerelease. Local verify-version and full Smoke suite green.
