hdf5_2.1.0 is the previous format tag that we are replacing with the 2.1.0 format. We hadn't created the hdf5_2.1.0 tag until now. Either hdf5_2.1.0 or 2.1.0 will work for this release, but 2.1.0 will be the correct format going forward.

Updated: the original PR was modified for 2.2.0 release because the 2.1.0 release info (PR #6230) is to be merged to hdf5_2.1.0 now.
Updated again: the PR is changed back to 2.1.0 because the documentation is updated from develop so it must be 2.1.0 as well.

Updates release documentation to version 2.1.0 with dynamic versioning and renames references from 2.0 to 2.x.
