chore(ai-platform): remove decommissioned text and video dataset samples and tests

Description

This PR removes all AI Platform code samples, automated tests, and metadata definitions associated with the following decommissioned region tags:

• aiplatform_create_dataset_text_sample
• aiplatform_create_dataset_video_sample
• aiplatform_import_data_video_classification_sample

These samples were previously marked with deprecated: true and exclude_from_sample_browser: true for Devsite inside the configuration file. Since these features have been fully deprecated/decommissioned by Google Cloud, their automated tests are failing in the CI pipeline with INVALID_ARGUMENT and FAILED_PRECONDITION errors.

Permanently removing them cleans up technical debt and helps restore the health of the CI pipeline.
