Explain why this is not done internally and if related to the needed rollback. We should first do the rollback, and fix in google3. |

Update image-server configuration environment variable names
Adding back changes from PR #508 that was used in beta release.
This change updates the env variable names used by image service modernization logic to follow the standard naming convention.
