SDKS-4619: Add Support and Disclaimer sections to README.md#173

Updated the README to include guidance on seeking technical support and a legal disclaimer. Key changes: - Added a Support section with links to troubleshooting pages, documentation, and the Ping Identity Support Portal. - Included a Disclaimer regarding the "as is" status of the code and liability limitations.
