Adds documentation for current public functionality that was not part of the historical restoration:
ObservableWithBuckets, explicit interface-set registration, typed bucket dispatch, performance rationale, multi-interface registration, and registration-conflict behaviour.This PR is intentionally based on the README restoration branch so its diff contains only enhancement work.
