Allow default quadratic assignment options

Summary:

• Set the quadratic_assignment wrapper's options argument to default to None.
• Apply the same contract to the shared NumPy-backed and PyTorch implementations.
• Add regression tests for calling quadratic assignment without an explicit options dictionary.

Tests were not run locally in this environment.
