infra(Monitoring): Expose /metrics to new port

Serve Prometheus metrics from a separate process to avoid metrics loss under load.

This works in conjunction with:

• fix(Monitoring): Serve /metrics on a dedicated port flagsmith-common#158
• https://github.com/Flagsmith/pulumi/pull/156
