Onyx.clear() empties ReportUtils allPersonalDetails. Report holders were falling back to emails instead of display names.

Explanation of Change
getPersonalDetailOptionTextignored thepersonalDetailsargument whenever the person already had a report, and resolved names fromReportUtilsmodule-levelallPersonalDetailsinstead.That connect cache is emptied by
Onyx.clear(). TheOptionsListUtilssuite buildsOPTIONSinbeforeAll, thenbeforeEachclears Onyx, so report holders fall back to emails (tchalla@expensify.com) instead of display names (Black Panther). Same failure shows up on every Onyx-bump App PR that inherits currentmain.Always pass the caller-supplied
personalDetailslist intogetDisplayNameForParticipant. No Onyx bump required.This is the same one-file change as #95893, extracted so it can land on
