[facet-sidebar] arranging filters and showing them when feat enabled

Summary of changes

• It only arrange and displays filter whether the related filter is enabled in tess.yml

Motivation and context

When working on the filters for curation, I found out that some filters were present even if I didn't enabled the feature (e.g., space, visibility)
