[codex] Normalize Bloom anomaly contract handling

What changed

• normalize malformed stored anomaly properties instead of failing the observability API
• add regression coverage for malformed anomaly records
• update the CLI db wiring test to match the current tapdb config init argv

Why

Kahlo's anomaly sync was hitting Bloom responses that could fail when stored anomaly properties drifted from the ideal shape. This hardens the anomaly contract so the cross-service observability path stays stable.
