What does this PR do?
Updates
ratemetrics in Postgres metadata.csv togauge. We emit these metrics from the python integration as anAgentCheck.rate()which get's collected and computed into deltas on the datadog-agent side. When these actually get emitted to Datadog backend they are emitted as gauges. This corrects metadata that's incorrect and confusing.Motivation
Fixes an inconsistency that leads to incorrect assumptions about metric type in code compared to how it is seen within Metric summaries
