To allow metrics calls to a batch of form ids as opposed to all forms, to avoid having an endpoint response time that exceeds 1 second (which triggers a response time alert)
This is to some extent a 'test' to see what timings improvements we get. If there is not much improvement below 1 second, the solution will need some rework.
