Code Review
This pull request replaces the @scarf/scarf dependency with reo-census and updates several package-lock entries. A critical issue was identified in package-lock.json where the resolved URL for reo-census points to a local registry (localhost:4873), which will cause installation failures in CI/CD and other environments.
