Retargets both projects in
dotnet-datetime/DateTimeNowVsDateTimeUtcNowto net10.0 and bumps the test dependencies (Microsoft.NET.Test.Sdk, MSTest, coverlet) to current versions. Build and tests pass on net10.0.
