release: promote v0.4.0 to main (README refresh) - #266

The public README status block and docs/README "current state" still claimed v0.3.0. Update to v0.4.0 and describe the release: non-extrusion toolpaths (CNC/laser/plotter) — MoveKind.Cut, modal toolPower, canned cycles, dialect recognition + validation tiers (GRBL-laser hardware-validated), power/cut-vs- rapid colors, STL export — all honesty-tiered, FDM byte-identical. Promotes the v0.4.0 README/docs refresh (#265) to
mainahead of thev0.4.0tag, so the release commit advertises v0.4.0 accurately. Package versions already at 0.4.0 (from #249).
