We need to see if this functionality is a part of the CLI-only or also part of the server runtime environment. If it is part of the server runtime, we need to check if it is a hotspot, in which case we may want to optimize this. There are new objects being created, memory overhead and zero caching.

Is this logic part of the local testing web app, or part of the framework? If part of the framework, this is request/response, not streaming. Where is this being used?
