Incompatible webpack-dev-server major bump

webpack-dev-server jumps from v3 to 5.2.6 while webpack stays on ^4.43.0 and webpack-cli on ^3.3.11. v5 requires webpack ^5 and rejects the existing devServer.contentBase option (replaced by static), so npm start is likely to fail.
