Fix wireframe style toggle and recap gate

Summary

• Make the Plan wireframe style hook re-export the core wireframe style store so the menu toggle updates core-rendered recap wireframes.
• Add a recap renderer regression test that flips a document-body HTML wireframe from sketchy to clean.
• Allow visual recap workflows/visual skill files through the recap gate when CI uses bundled recap instructions, while keeping repo-pinned skill and agent config protections.
