Remove download redirects, use cdn.dl.k8s.io domain

dl.k8s.io redirects to cdn.dl.k8s.io which somehow results in constants download errors on a self-hosted runner in the UAE region. Other regions were not affected. Updating the domains fixed the issue

The helper.getLatestPatchVersion method already used the cdn domain

Well, this is great.. Seems kubectl just removed the cdn.dl.k8s.io domain and now returns the binaries directly via the dl.k8s.io domain. So this change (and the one place where cdn was already used) now break this instead.

I could not find any information about this, except for the official download links not using the cdn. subdomain. No real harm yet, as no version of this action was yet release. Maybe wait a few days if things change again and then do another MR with reverts my changes and helper.getLatestPatchVersion where this was already changed before?
