Azure.Fleet.SecureBootforMicrosoft.AzureFleet/fleets.Context
Implements free GFI #3729. Fleet base VM profiles should use Trusted Launch or Confidential VM with Secure Boot enabled, matching the existing VM/VMSS Secure Boot rules.
