This upgrades a huge number of dependencies, which perhaps should have been done in smaller batches...
Changes to django version, fixes to url definitions
Changes to django-rest-framework, fixes for deprecated items
Changes to oauth libraries, fixes in some deprecated items
At this point, I can run the app and visit all of the pages. Tests are still failing, and I've not tried linking an external services yet. These items should be addressed before merging
