• The backslashes need another escape because JSON. See other igsets for examples.
• The usual way for matching parameters is /path\?(.*&)?foo=bar(&|$), and I think that's what should be used here, too (rather than cgi.*[?&] or (|.*&)).
• I feel like enter_bug.cgi should be ignored entirely, or maybe /enter_bug\.cgi\? to allow fetching the parameter-less version, though it's always(?) login-walled anyway. Only excluding bug cloning makes no sense to me though as there are also links for every component etc.
