[ALICE3,PWGDQ] Implement Multiplicity and Centrality in ALICE 3 DQ Framework

Implemented Centrality and Multiplicity estimators into ALICE3 DQ framework:

• Created basic reduced tables and corresponding variables in VarManager
• Fill tables in skimming task, centrality table is based on Run2 V0 centrality table, but is estimated from alice3centrality
• Bug fix: device naming in alice3DqEfficiency
• Added basic histograms in HistogramsLibrary
