Updated the python codes to migrate into python 3.13

modified the cryptUtility.py and CryptUtility.java to use SHA512 modified install_all.sh script to only install java packages The code will be using python from the host and no need to create a copy of itself

The python web service is deprecated I should remove it from the repo. Can I get more details and the improvements to the cryptUtility.py

The reason I updated the python codes because I was having trouble to deploy it as is when I was trying to migrate and update the initial deployment to a different host. BTW, this is from Argonne Wakefield Accelerator Facility. The crypto module has been removed from python 3.13, so I replaced it with passlib and use pbkdf2_sha512 to hash the password. After that I'm having trouble to login local accounts with fresh database because CryptUtility.java is using pbkdf2_sha1 algorithm instead of sha512 and also the encrypted data format is different than what the python cryptUtility has stored in the new database. So I went ahead and changed CryptUtility.java. As the result of those changes with cryptUtility, the password stored in the old database needs to be updated manually before the local user can login.

CrpyptUtility.java has been modified again and is now backward compatible. Old local user can now login with their old password.
